Brokerage, Commissioning and Quality

The role of the Strategic Commissioning team is to work with, shape, and influence the market in order to ensure there is provision available that is co-designed, innovative, utilises technology and is flexible to enable an individual to achieve their goals.

The team lead, develop and manage the adult social care market in Hull by using evidence  gathered from colleagues, service users, providers and partners to inform market intelligence and shape the market, commissioning and decommissioning services where appropriate, ensuring that there are high quality services available when people need them.

The role of the Brokerage team is to identify and put in place the services and support for people based on their individual support plan.   This provision is tailored to the each person which focuses on people’s existing skills and ways of managing along with supporting them to access community and personal networks to enable them to live as independently as possible.

The Brokerage team support people to direct their own support and care through personal budgets and individual services funds to pay for their support, along with brokering more traditional forms of service delivery such as home care, residential care and day services. 

The quality and Performance team are there to support providers to maintain high standards of care and support for people accessing their services.  The work closely with the Adults Safeguarding team and the Care Quality Commission to ensure that services are safe and are in line with accordance with Government guidelines.

As part of their role, they will carry regular inspections of Hull services to ensure standards of care fall within acceptable standards against Hull’s Quality framework which providers who are commissioned by the Hull City Council are monitored against.
